Abstract: Traffic management in all-optical networks have attracted little efforts because of the limitation of quality of service models and signaling schemes provided for optical networks. In this paper, we develop a scheme for the admission and management of traffic exceeding the traffic declaration provided before the connection is established. The scheme is implemented using a double leaky bucket. We also propose a resource reservation process taking into account the traffic variability. Finally, simulation analysis is conducted to show the performance of all the proposed schemes.
